Natural mothers of earlier decades represent a diversity of individuals, a few of whom were given real choice to raise or not to raise their babies, but the vast majority of whom were either not presented with real options or were offered untenable alternatives. More recently, true choice has become a more frequent component of adoptions. However, whether or not there was 'choice' in the adoption of their children, the pain and grief all natural mothers suffer as a result of this loss is often the dominant expression of their experience. A report recently issued by the Council for Court Excellence, a civic watchdog group, stated that the District of Columbia's long-troubled child welfare system has improved in finding permanent homes for children in foster care and acting faster in cases of child abuse and neglect. Although the report mentioned that D.C. still has "a long way to go" to complete reforms, it recognized that the District's government has made significant progress.

"CUYAHOGA SEEKS TO CHARGE MORE PARENTS FOR FOSTER CARE" - by Kera Ritter
Cuyahoga County, which already collects child support from some parents whose children are in foster care, now wants all parents to pay their fair share. Under the proposal, a judge would include the child-support fee in a court order and Cuyahoga Enforcement Services would be responsible for collecting the money. The goal of child-support fees is to raise money and encourage parental responsibility. The county expects to begin charging parents by the end of the year, but it is not clear how much additional money will be collected.

HHS Secretary Tommy G. Thompson recently announced that about $4 million will be awarded to 13 organizations to help eliminate barriers to adoption for children with special needs. The awards are part of the Bush Administration's broader efforts to help children find adoptive homes. They will support projects that increase adoption of minority children, provide services to families after they have adopted a child, and offer respite care for families who adopt special needs children.

He also likes to play video games and watch videos and television --NASCAR is a particular favorite. Kyle is challenged by ADHD and his impulsivity is probably his dominant personality trait. 1. My hands are small; please don't expect perfection whenever I make a bed, draw a picture or throw a ball. My legs are short; please slow down so that I can keep up with you.
2. My eyes have not seen the world as yours have; please let me explore safely. Don't restrict me unnecessarily.
3. Housework will always be there. I'm only little for a short time, please take time to explain things to me about this wonderful world and do so willingly.
4. My feelings are tender; please be sensitive to my needs. Don't nag me all day long. ( You wouldn't want to be nagged for your inquisitiveness). Treat me as you would like to be treated.
5. I am a special gift from God; please treasure me as God intended you to do, holding me accountable for my actions, giving me guidelines to live by and disciplining me in a loving manner.
6. I need your encouragement to grow. Please go easy on the criticism; remember, you can criticize the things I do without criticizing me.
7. Please give me the freedom to make decisions concerning myself. Permit me to fail, so that I can learn from my mistakes. Then someday I'll be prepared to make the kinds of decisions that life requires of me.
8. Please don't do things over for me. Somehow that makes me feel that my efforts didn't quite measure up to your expectations. I know it's hard, but please don't try to compare me to my brother or sister.
9. Please don't be afraid to leave for a weekend together. Kids need vacations from parents, just as parents need vacations from kids. Besides, it's a great way to show us kids that your marriage is very special.

The minister of a well-attended, strong, and enthusiastic church often showed himself ready and able to deal with any situation that might come up. One Sunday, just as the minister was reaching the climax of his sermon, his own young son entered the church, ran to the center aisle, started making loud beeps and brrrmms like a car without a muffler, then zoomed right toward him.
The minister stopped his sermon, pointed severely at his son, and commanded, "Jimmy, park the car immediately beside your mother on that bench (pointing), turn off the ignition, and hand her the keys."
The sermon continued undisturbed ... after a good laugh by the congregation.

I am 19 yrs old and I have a daughter who is two. I am also pregnant - 7 months to be exact. I was thinking about adoption, but I just don't think that I could do that to myself or my child. Thank you! This summe, I posted "Birthmother Searching for Baby Girl". I received that phone call I'll never forget on 10-4-02. My baby girl found me after 30 YEARS!
Within one week, we both had copies of the birth certificates confirming we belong to each other. I am also a grandma of 2 girls, 7 months & 4 years. We have e-mailed daily, talked on the phone and exchanged baby photos & my family tree in the mail. My 18 YO son is so happy he's not an only child but upset I didn't tell him earlier he had a sister. They e-mail & talk on the phone also. I live 30 miles North of Indianapolis, IN, and she lives in Atlanta, GA. The same day we were on the phone, her husband got transferred to Lexington, KY - closer to me! We hope to have a reunion in Jan '03, if we can wait that long!
I finally know after 30 years I did the right thing. I'm finally getting over the guilt. And she does want to include me in her & her daughters' lives! - Judy T.

Hi, I am writing for an ex in-law who is also a friend. Last week, his adoptive mom passed over, and we got to talking about how fortunate we were to have been "chosen" rather than being born to a family, never knowing if you were indeed wanted or an "accident". Also, his "parents" also adopted his older brother, whom I don't know.
However, I can say, Vic was as fortunate as myself when it came to getting great people for parents. Never went without anything, brought up properly, and is the Dad of 3 children, a daughter jenny who is aprox. 30 something and has a daughter. Son: Thomas A. 16. ADOPTION ONLINE SUPPORT GROUP REVIEW
Here's a recent post from the Kazakhstan Adoption group:
My new is Laura and my husband Jeff and I are new to this list - we have two daughters by birth - Bailey and Piper. My daughter wants to inform everyone that we have two cats; Peanut and Albert. Her best friend's name is Olivia. We are just in the beginning stages of looking into a Kazakhstan adoption.
We were looking into an agency that had a photolisting of a little 3-year-old girl named Natasha. However, we just found out from a local agency here today, that we were looking into for a homestudy, that the Kazakhstan government does not like their children to be placed on photolistings and will not hold a child for adoption, even though the agency will say that they can. This was very interesting to us. So now we are trying to adopt her through this local agency, which is much cheaper as well. Our main problem lies in trying to find out the name of the agency and/or the city it is located in.
We were wondering whether anyone on this list has ever run across this situation and what they did to solve it.
